POM Signs O&M Contract for the 600 MW Monsoon Wind Power Project in Laos

VIENTIANE, LAOS – July 29, 2025 – PECC2’s Operation and Maintenance Branch (POM) officially signed a contract with PowerChina (Lao) Sole Co., Ltd. to provide O&M services for the 500kV and 110kV substations at the Monsoon Wind Power Project.

A Landmark Project for ASEAN Energy Connectivity

The Monsoon Wind Power Plant is a record-breaking development:

  • Scale: At 600 MW, it is the largest wind power project in Southeast Asia.

  • Regional Impact: It marks the first cross-border renewable energy project in ASEAN, exporting electricity from Laos to Vietnam via a 65km 500kV transmission line.

  • Economic Contribution: The project will generate over 1,700 GWh annually, creating jobs and boosting infrastructure in Southern Laos.

Under the agreement, POM will manage the operations of one 500kV substation and four unmanned 115kV substations, including all associated systems and ancillary equipment.

Strengthening the PECC2 – PowerChina Partnership

The signing ceremony was attended by Mr. Hua Nan (CEO of PowerChina Laos) and Mr. Vo Van Binh (General Director of PECC2).

Addressing the delegation, Mr. Vo Van Binh expressed his pride in POM being selected for such a high-stakes regional project. He emphasized that with over 40 years of engineering expertise from PECC2 and POM’s proven O&M track record, the team is committed to ensuring the plant operates with maximum safety, stability, and peak performance.
