PESE Successfully Energizes 500kV Substation for Monsoon Wind Farm in Laos

On February 16, 2025, the Power Plant Operation and Maintenance (POM) branch of PECC2 (prior to its merger into PESE), in coordination with relevant stakeholders, successfully energized the 550kV substation. This achievement marks the system's readiness for grid integration and the full-scale operation of the Monsoon Wind Power Plant.

The Monsoon Wind Power Project, with a capacity of 600 MW and a total investment of $1 billion, stands as a landmark renewable energy initiative of international scale. Beyond its significance to Laos, the project serves as a symbol of the effective energy cooperation between Vietnam and Laos, bolstering regional energy security and sustainable development. Developed by Impact Energy Asia Development Limited (IEAD) with PowerChina as the EPC General Contractor, the facility is located across the Sekong and Attapeu provinces in Laos.

Energy from the Monsoon Wind Farm will be exported to Vietnam via the 500kV Monsoon – Thanh My transmission line (spanning 71.76 km, with 43 km located within Vietnam). This infrastructure highlights the deep integration of the two nations' power grids and fulfills the Memorandum of Understanding (MoU) between both governments to prioritize the import of renewable energy from Laos to Vietnam.

In December 2024, POM officially took over the operational management of one 500kV substation and four 115kV substations from IEAD. Following two months of dedicated effort, our O&M team leveraged their deep technical expertise to master the project’s complex technologies, ensuring a safe and seamless energization process. This achievement marks a pivotal milestone in the project’s lifecycle.
