The Monsoon Wind Power Plant in Laos is the largest wind power project in Southeast Asia, with a capacity of 600 MW. It is not only the first wind power plant in Laos, but also the first cross-border renewable energy project in the ASEAN region, with electricity exported to Vietnam via a 65 km long 500 kV transmission line (22 km in Laos, 43 km in Vietnam). Economically, the project not only generates over 1,700 GWh of electricity annually, but also creates jobs and improves infrastructure for local communities, particularly in southern Laos. The project is owned by Monsoon Wind Power Company Limited, and PowerChina Laos Company Limited is the BOP (Build-Operate-Transfer) contractor. According to the signed agreement, PESE will operate one 500 kV substation, four 115 kV substations (unmanned), and related equipment and systems of the plant.
