The Undisputed Market Leader in Vietnam

PECC2, through its specialized branch PECC2OM, has solidified its position as Vietnam's premier Operations and Maintenance (O&M) contractor, particularly within the renewable energy sector. Currently, PECC2OM manages nearly 40 power projects—spanning thermal, biomass, hydroelectric, solar, and wind power—with a combined capacity exceeding 4,500 MW across Vietnam and Laos.

A pioneer in biomass O&M, PECC2OM successfully manages the Hau Giang Biomass Power Plant (20MW), Vietnam's first commercial rice-husk-fired facility. By adhering to international management standards that prioritize safety, cost-optimization, and peak efficiency, PECC2OM has earned the deep-rooted trust of both domestic and international investors. Building on this foundation, the company is now turning its strategic vision toward two of Southeast Asia’s most dynamic energy markets: Laos and the Philippines.

Laos: The "Green Battery" of Southeast Asia

With vast natural resources, Laos is transforming into the "Green Battery" of the region. Energy development is a cornerstone of the nation’s economic strategy, focusing on large-scale hydro, solar, and wind projects aimed at cross-border export.

The energy bond between Vietnam and Laos is stronger than ever. Under current Memorandums of Understanding, Vietnam aims to import at least 3,000 MW from Laos by 2025, increasing to over 12,000 MW by 2030 as per the revised Power Development Plan VIII (PDP8). This surge in cross-border infrastructure creates a massive demand for professional O&M services to ensure grid reliability.

PECC2OM has already achieved significant milestones in Laos:

  • Houay LaNge Hydropower Plant (60 MW): O&M contract signed in 2024.
  • Monsoon Wind Power Project (600 MW): O&M contract signed in 2025.

Beyond technical operations, PECC2OM acts as a strategic partner, assisting developers with technical compliance and regulatory hurdles to ensure projects reach Commercial Operation Date (COD) on schedule. Laos serves as PECC2OM’s strategic springboard into neighboring markets like Cambodia and Thailand.

The Philippines: A High-Growth Energy Frontier

The Philippines represents one of ASEAN’s fastest-growing economies, with power demand projected to rise by 6–7% annually through 2030. To meet this, the Philippine Energy Plan (PEP 2023–2050) anticipates adding 18–25 GW of new capacity by 2030, primarily from renewables and energy storage.

With the government targeting a 35% renewable energy share by 2030, and the rollout of the Green Energy Auction (GEA) program, the market for professional O&M services is expanding rapidly. PECC2OM’s proven track record in diverse energy types positions it perfectly to meet the Philippines' need for high-expertise manpower and safe, efficient operations.

A Vision for Regional Excellence

The expansion into Laos and the Philippines is a decisive step in PECC2’s internationalization strategy. By leveraging its robust brand equity and multi-disciplinary technical expertise, PECC2OM is committed to providing international partners with O&M solutions that are not only reliable and safe but also optimized for long-term performance and sustainability.
