FIRE PREVENTION & RESCUE AND SEAPORT SECURITY DRILL AT DUYEN HAI 2 THERMAL POWER PLANT: STRENGTHENING EMERGENCY RESPONSE CAPABILITY AND OPERATIONAL READINESS

Recently, at Duyen Hai 2 Thermal Power Plant, JanaKuasa Vietnam Co., Ltd. (JVL), the Project Owner, in coordination with Power Engineering Consulting Joint Stock Company 2 (PECC2), PECC2 Energy Services and Engineering Co., Ltd. (PESE) – the unit directly responsible for the operation and maintenance (O&M) of the Plant’s Balance of Plant (BOP) systems – and local authorities, successfully conducted the 2026 Fire Prevention and Rescue (FPR) and Seaport Security Drill.

As the unit directly responsible for O&M of the BOP systems, PESE closely coordinated with the Plant’s on-site forces and relevant authorities throughout the preparation, execution, and response to the simulated scenarios. The drill contributed to strengthening emergency response capabilities, enhancing coordination among the participating forces, and ensuring the safety of personnel, equipment, and the Plant’s operations.

Simulated Scenario: Combined Security Incident and Fire

The drill scenario was developed at the Central Handling Building (CHB) in the fuel area, which serves as the central control area for fuel unloading, conveyor, and storage systems.

According to the simulated scenario, an intruder took advantage of a security vulnerability in the ground-floor materials storage area and used a flammable liquid to start a fire. The fire quickly spread, accompanied by the widespread release of toxic smoke.

As soon as the fire alarm system was activated, the Shift Supervisor immediately instructed the isolation of the power supply to the affected area while retrieving images from the CCTV system to determine the cause of the incident.

Upon identifying signs of deliberate sabotage and assessing a potential serious threat to security, the Incident Command immediately activated the emergency Fire Prevention and Rescue response plan and raised the seaport security level to Level 2.

Drill activities

Coordinated Response, Rapid Action and Priority on Personnel Safety

The drill involved the Plant’s specialized internal Fire Prevention and Rescue Team, HSE Department, Security Team, and Medical Team, with the coordination and oversight of local authorities, including Can Tho Maritime Port Authority, the Fire Prevention and Rescue Police Division of Vinh Long Province, Duyen Hai Ward Police, and the Truong Long Hoa Port Border Guard Station.hình ảnh diễn tập pcch duyên hải 2

A key highlight of the drill was the effective coordination among the participating forces, with the protection of human life and personnel safety as the highest priority.

According to the simulated scenario, an employee became trapped in Room 201 due to smoke inhalation. The Rescue Team, equipped with specialized Self-Contained Breathing Apparatus (SCBA), immediately approached the affected area and safely evacuated the victim. The Medical Team then provided first aid, respiratory support, and oxygen.

At the same time, firefighting teams deployed hose lines to cool the warehouse entrance area, gradually containing and extinguishing the fire.

In parallel, the Security Team conducted a search for and apprehended the suspected intruder at the secondary gate before handing the individual over to the Border Guard force for further handling.

Once all simulated incidents had been fully addressed and brought under control, the seaport security level was lowered from Level 2 back to Level 1, successfully concluding the drill scenario.

Drill activities

PESE – Proactive O&M and Emergency Response Readiness

For a thermal power plant, operation and maintenance (O&M) plays a critical role in maintaining the reliability, safety, and continuity of power generation activities. Particularly for Balance of Plant (BOP) systems, the ability to identify risks, respond promptly, and coordinate effectively across different functions is essential to minimizing the impact of abnormal situations.

During this drill, the PESE team worked closely with the Plant’s on-site forces to respond to the simulated scenarios in accordance with the established plan. This provided an opportunity to review the teams’ organizational, coordination, and response capabilities under emergency conditions.

Through this practical exercise, PESE continues to strengthen the capabilities of its O&M team in maintaining safe operations, identifying and responding to risks, coordinating incident response, and protecting personnel and equipment within its scope of responsibility.

The drill also provided an opportunity for the Operations, HSE, Fire Prevention & Rescue, Security, and Medical teams to jointly evaluate the effectiveness of their coordination plans, supporting the continuous improvement of emergency preparedness and response readiness during actual plant operations.

Contributing to a Safe and Professional Operating Environment

Beyond assessing the ability to respond to fire and explosion scenarios, the drill also contributed to strengthening safety awareness and promoting a proactive safety mindset among personnel working at the Plant.

Given the nature of O&M activities, PESE places personnel safety, equipment safety, and stable operations at the core of its responsibilities. Regular training, emergency drills, and reviews of response plans enable teams to progressively strengthen their ability to identify hazards and respond to incidents in a proactive, coordinated, and effective manner.

Through this program, coordination among the Project Owner, O&M service provider, and local authorities was further strengthened, contributing to a safe and professional working environment and enhancing readiness to respond effectively to emergency situations during actual plant operations.
