PESE Operation Control Center (OCC)

Infrastructure

  • The first Operation Control Center (OCC) in Vietnam officially licensed by the Ministry of Industry and Trade (MOIT) in 2019, in full compliance with Circular No. 44/2014/TT-BCT.
  • A complex technological system that integrates advanced hardware and software to collect and analyze data from power plants, providing operators with interactive interfaces for real-time remote monitoring and control.
  • Proven Achievements – Managing Wind and Solar Power Plants:
  • Tân Thuận Wind Power Plant: 75 MW
  • Sơn Mỹ 3.1 Solar Power Plant: 50 MWp
  • Ninh Phước 6.1 & 6.2 Solar Power Plants: 58.3 MWp
  • Vĩnh Tân Solar Power Plant: 5 MWp

Key Benefits of the OCC:

  • Workforce Optimization: Through the application of digital technology and internet-based management, all operation, monitoring, control, and interaction with dispatch centers (A0, A2) are centralized within the OCC. This allows for a significant reduction in on-site personnel and contributes to operational cost optimization.
  • Simulation Capability: Using Human–Machine Interface (HMI) technology, OCC operators are provided with a simulated control panel that mirrors the local control system, enabling centralized operation with multiple users and across multiple sites.
  • Data Connectivity: The PECC2–OCC ensures stable, reliable, and continuous data communication with other operation control centers and SCADA systems of the National Load Dispatch Center.
  • Data Security: The system is equipped with essential cybersecurity solutions (Routers, Firewalls) to manage user access and ensure secure connections in compliance with NERC CIP standards.
  • Data Collection: PECC2–OCC has the capability to collect real-time data and store it efficiently over the long term.
  • Compatibility and Scalability: The system is designed to accommodate functional upgrades and system expansions without affecting existing hardware or software performance.
